英國歌壇的此項義舉，美國歌唱界自然不落人後，由黑人歌手哈利貝拉方提（Harry Belafonte）提出建議，之後獲得眾大牌歌手的鼎力支持，由昆西瓊斯（Quincy Jones）擔任製作人，在１９８５年２月２８日，４５位當紅歌星雲集洛杉磯的錄音室，灌錄了「四海一家」（We are the world）這首義賣單曲。
「四海一家」這首歌是由萊納李奇和麥可傑克森合寫，兩人費了四天的時間寫曲，萊納先完成一部分，麥可看到後靈感大發，一夜之間就把全曲寫好。之後他們又花了兩個半小時作詞，為了普遍推廣此曲，歌詞也力求簡單易學。單曲完成後推出問世，受到的歡迎難以想像，短短數週便賣出八百萬張單曲，更勝英國藝人的「他們知道現在是聖誕節嗎？」。

南韓的雙龍汽車向法院申請破產接收。

雙龍汽車資金短缺，無以為繼，昨天在上海的母公司召開董事會之後，

決定申請破產。破產接收和破產保護類似，公司可以在法院保障下進行重整。

雙龍汽車是南韓第五大汽車廠，它在2004年被上海汽車工業公司收購，

上海汽車目前持有雙龍五成一的股權。

早在我們料中的可怕噩夢，終於成真；12月的出口大幅衰退41.9%，是9月以來連續第四個
月衰退，尤其對第一大出口地區大陸與香港，銳減54%，而且由於外銷訂單仍在衰退之中
，今年第一、二季的情勢也不能樂觀。近年來經濟成長主要靠出超支撐，這就預告，台灣
經濟將深陷衰退之中，到下半年前景仍難卜。

直到今天，還有許多官員學者信口開河地誣指這都是受到金融海嘯的波及。觀看12月出口
數字，對日、歐及東協六國等主要出口地區衰退的幅度只有兩成而全年出口仍為正成長，
遠優於對大陸地區的出口，即知海峽對岸乃是此次台灣經濟頓挫的主要禍源。進一步觀察
大陸本身出口的波動，11月大幅衰退38.5%，12月則劇降51.8%，與台灣的數字若合符節；
因而我們不卜可知，不待大陸出口好轉，台灣經濟難見起色。

至於大陸出口出現如此可怕的直線下降，金融海嘯只扮演推波助瀾的角色，真正的始作俑
者，正是中共高層天真地以為經濟實力已強大到可以不再倚恃加工出口部門，而決絕地全
面祭出各種手段要將加工出口業趕盡殺絕，以「騰籠換鳥」。從前年開始積極籌畫，去年
全面大力實施的這個自戕行動，雖然到8月份發現鑄成大錯力圖回天，奈何木已成舟，沿
海地區的加工出口廠商哀鴻遍野，成片成片地走入絕境。因而大陸的出口數字隨著時間不
斷惡化，到年底已腰斬，但是情勢仍未趨穩，到今年上半年恐怕還有更多廠商不支倒地，
出口的衰退也可能更加嚴重。

對這樣一個寫在「11.5計畫」中的自戕陽謀，早在前年我們即聲嘶力竭地大聲警告海峽兩
岸當局，必須趕緊懸崖勒馬，以免兩敗俱傷。奈何言者諄諄、聽者藐藐，偏要蒙著眼睛向
火坑裡跳。如今中共已深覺懊悔，力圖補過，但不知其方；我們的政府則仍然不知不覺，
不是全面推諉給金融海嘯，隔岸觀火，就是一味將早已實施多年不見成效的南進計畫重新
包裝成「新鄭和計畫」，以為可以替代大陸市場的萎縮；卻不知無謂地拖延，只會令事態
更加惡化。

在整個馬政府裡，只有中央銀行總裁對此事極度重視，立刻降息2碼以應；然而此事本非
央行職守，降息2碼對出口廠商是杯水車薪，即使藉此誘導新台幣貶值，也無助於大陸加
工出口業之起死回生。但除降息以外，我們其實有太多的政策工具可用，端看要不要用、
會不會用。

對症下藥的作法，就是直接與對岸政府攜手共組一個搶救加工出口部門的工作小組；以我
方經營加工出口業半世紀的經驗，以及台商本為加工出口主力的條件，加上對岸的公權力
與眾多資源，我們相信必可找出靈丹妙藥，令此部門迅速回春，則兩岸經濟都可獲得喘息
的空間。

與此同時，我們也可以不與對方聯手而自力救濟；具體的辦法，就是將目前已醞釀數月即
將成熟的經貿營運特區加大力度、加快速度、放開尺度早日促其實現。如果依我們半年來
的主張，跳脫既有的加工出口區、航空城、自由貿易港區等等牽腸掛肚、揮灑不開的小腳
放大式的自由開放，直接躍升至與新加坡、香港、杜拜等自由貿易港可以媲美的真正的境
外特區；在租稅、外勞等方面完全與境內脫鉤，在台中港、高雄港設置幾個面積廣達千頃
的「大陸對岸的新加坡」，在其更重要的功能尚未發揮之前，至少可以做為大陸沿海台商
回台尋求第二春的棲身之地。當大批加工出口廠商蜂擁而來，與境內中上游廠商密切結合
，則若干程度也能使直線落體的出口略有起色。

搶救台灣已到緊急關頭，政府非不能也，何不趕快去做！

大寮鄉潮寮地區遭大發工業區排出不明氣體汙染案，八日晚間首次召開賠償協調會，原表
達不出席的高雄縣長楊秋興，突然改變主意出席；經濟部工業局長陳昭義、環保署空汙處
副處長謝燕儒雖然頻頻向村民道歉，並答應部分改善及回饋措施，但還是無法澆熄村民們
的怒火。

最後，村民揚言若十四日未獲回應，十六日將北上總統府請馬英九總統南下Long Stay，
聞一聞潮寮空氣。

楊秋興出席折衝 通過八訴求

賠償協調會昨晚七時卅分召開，林園分局為防範意外，派出大批警力到場維持秩序，在討
論村民十一項賠償訴求時，因意見分歧，現場氣氛火爆，最後在楊秋興折衝下，通過其中
八項訴求。

包括大發工業區長期汙染地方，政府主管單位半年內應進行流行病學調查、健康風險評估
；工業區一年內完成空氣品質監測中心設置，潮寮、會結、過溪三村設置紅外線偵測儀及
風速、風向觀測儀；一星期內由行政院環保署、專家學者、地方組成大發工業區公害監督
委員會，直屬環保署。

另外，下學期開始提供潮寮國中、國小學生免費營養午餐及學雜費；每年每校設置新台幣
卅萬元獎學金；汙染事件每位就診、住院師生及村民每人發放兩萬元慰問金；縣府與工業
區管理中心補助三村巡守隊廿四小時稽查工作基金及防毒設備每年六十萬元。

至於村民的汙水廠限期三年遷廠、應對大發工業區補做二階段環境影響評估及對三村村民
八千多人長期毒害賠償健康費每人十萬元等訴求，由於陳昭義、謝燕儒無法決定，數度引
爆村民不滿衝向台前，怒罵官員不知他們飽受委屈。

賠村民遷汙水廠 官員帶回請示

由於中央與會兩位代表再三表達一時之間無法做出決定，楊秋興出面折衝，對於汙水廠遷
廠，陳昭義表達願意列入選項、帶回工業局評估，謝燕儒也同意補做環境影響評估會帶回
請示上級，而有關每人賠償十萬元則請行政院啟動公害緊急處理小組與村民協調等建議。

村民仍心有不甘，向與會政府代表說，訴求若於本月十四日沒有獲得回應，將於十六日至
總統府向馬英九總統抗議，請他能夠到潮寮地區Long Stay，與村民一起呼吸潮寮空氣。

最近因為在許多公開行程露出過勞疲態、頻頻口誤的總統馬英九，健康情形也引發社會高
度關心，而例行的健康檢查在去年7月18日第一次因故僅完成基本檢查後，中間幾多波折
，遲到今(8)天才全部完成，結果是健康完全正常。總統醫療小組召集人張珩說，雖然馬
總統工作時間過長、量大、壓力高，但是重視每天運動，今天檢查證明沒有影響到健康，
而且比同齡人還要健康。

總統醫療小組召集人張珩、台大醫院院長陳明豐今天下午5點召開記者會，說明馬總統健
檢結果。醫療小組表示，馬總統是在今天下午1時30分到臺大醫院進行檢查，於4時50分結
束。馬總統來回均由台大醫院地下車道進出，並無發表談話。

至於醫療小組是否會建議馬總統休假？張珩說，會鼓勵馬總統該休息時就多休息，他也建
議總統幕僚可多安排一些多元化兼具休閒性的工作，如下鄉、藝文活動、看電影等等。

陳明豐指出，綜合兩次檢查結果，馬總統身高為178.5公分，上次體重為80.5公斤，這一
次則為79公斤，雖然控制相當不錯，但是仍屬過重。因此，醫師也建議馬總統，飲食量要
進行控制。

另外，馬總統腹圍89公分、血壓128/84毫米汞柱、脈搏每分鐘57次。腦血管核磁造影、頸
動脈血流及超音波檢查結果正常。心臟超音波及冠狀動脈斷層攝影、心電圖級運動心電圖
皆無異常。

在抽血檢查方面，包括血糖、血脂肪、肝、腎功能、尿酸和血清血液學及腫瘤標記皆無異
常。

至於腳傷舊疾方面，馬總統右膝關節有陳舊性前十字韌帶斷裂、內側及外側半月軟骨手術
後磨損及骨關節炎，右膝則有輕微骨關節炎。

臺大醫院說，馬總統其他身體器官照會各科醫師會診結果，並無特殊狀況。

港星成龍新片（新宿事件），由於沒能通過大陸審查，何時能在大陸上映？目前看來似乎
遙遙無期。

這部電影中，成龍扮演一名香港人，前往日本尋找失蹤女友徐靜蕾。為了生存，成龍
在日本清理下水道，混跡新宿、還和日本黑社會發生對峙。由於電影開拍時，劇本沒向中
共廣電當局送審，加上影片中的華人不是黑道、就是苦力，據說引發中共當局不滿，因此
禁止在大陸上映。

投資的香港（英皇公司）說，（新宿事件）四月二號將在香港上演；五月一號起東南
亞放映，但中國大陸的上映日期還未公佈。

基因科技突飛猛進後，讓已滅絕的物種再現世界，向來是科學家的夢想。新年伊始，《新
科學家》（New Scientist）周刊依據現有的標本以及科技，選列出十種最有可能重現世
間的已滅絕動物，其中包括尼安德塔人、劍齒虎、巨型短面熊、度度鳥等。

已絕種數千、甚至數萬年的物種要再現世間，必須使用取自永凍層、陰暗洞窟或乾燥沙漠
的標本，摘取其中的基因資訊，再找合適的物種充當代理孕母，然後製造胚胎，進而培育

• 須找適合物種代理孕母

依現有科技推算，恐龍是無法再現人世的，原因是基因資訊在任何環境中，都無法撐持過
一百萬年而不損毀。

英國《每日電訊報》八日報導，科學家最近才宣布，他們已成功「拯救」一枚絕種的塔斯
馬尼亞之虎的基因，方法是植入老鼠體內，經檢查後發現基因已起作用，這是一大創舉。

此外科學家自西伯利亞永凍層取得一具六萬年前的長毛象屍，並解讀其基因體，目前工程
已接近完成。

• 十種絕種生物再現生機

德國萊比錫市「馬克普朗克演化人類學研究所」專家帕亞伯正著手將尼安德塔人的基因體
定序，他表示，科技進展之速，要說未來有什麼事可不可能，實難以料定。

《新科學家》周刊表示，挑選前十大可能復現世間的已絕物種，不僅考量科技的可行性，
還有該物種的「魅力」，也就是人類想到那些動物有望再現世間，會覺得極其興奮。

名列第一的物種是二萬五千年前滅絕的尼安德塔人。馬克普朗克研究所二○○九年將公布
尼安德塔人基因體的初步定序，而人類便是尼安德塔人合宜的代理孕母。

• 劍齒虎、度度鳥可能重現

第二名物種是一萬年前絕種的劍齒虎。專家由美國洛杉磯附近「拉不列亞焦油坑」（La
Brea） 取得很好的標本，而獅子血緣與其很近，可充當代理孕母。

第三名是一萬一千年前滅絕的巨型短面熊（short-faced bear），這種巨熊體積龐大，站
立起來，比今日陸上最大肉食動物的北極熊還高三分之一；科學家希望能由永凍層中找到
牠的去氧核醣核酸。

第四到第十名則分別為：絕種於西元一九三六年的塔斯馬尼亞虎、絕種於一萬一千年前的
彫齒獸（Glyptodon）、絕種於西元一六九○年的度度鳥、絕種於一萬年前的披毛犀（
woolly rhinoceros）、絕種於八千年前的巨大陸樹懶（sloth）、絕種於七千七百年前的
愛爾蘭麋（Irish elk）、絕種於西元一五○○年的恐鳥（Moa，又稱莫滑鳥）。
